Challenger'en er blevet beskrevet som Dodge's svar på Mustang og Camaro.

Det var en af to Chrysler E-organ biler, den anden er den lidt mindre Plymouth Barracuda. Både Challenger og Barracuda var til rådighed i et svimlende antal indstillinger og optioner og havde til formål at konkurrere mod biler som Chevrolet Camaro og Ford Mustang. Derved kunne man næsten frit vælge imellem alle motorer i Chrysler's lager.

Men de var en temmelig sen reaktion på ponycar-bølgen som Ford Mustang havde begyndt. I sin bog "Hemi Muscle Cars" siger Robert Genat at Challenger blev udtænkt i slutningen af 1960'erne som Dodge's pendant til Plymouth Barracuda, og at Barracuda var designet til at konkurrere mod Mustang og Camaro.

Challenger'ens længere akselafstand, større dimensioner og mere luksuriøse interiør var foranlediget af lanceringen af 1967 Mercury Cougar, ligeledes en større, mere luksuriøs og dyrere pony bil med henblik på velhavende unge amerikanske købere.

Akselafstanden på 110 inches (2.794 mm), var to inches længere end Barracuda'en, og Dodge adskiller sig væsentligt fra Plymouth i sit ydre, ligesom Cougar afveg fra den kortere akselafstand fra Ford Mustang.

Udvendige design blev lavet af Carl Cameron, som også lavede det udvendige til 1966 Dodge Charger. Cameron baserede i 1970 Challenger grillen på en ældre skitse af hans 1966 Charger prototype, der skulle have en turbinemotor. Charger'en fik aldrig turbinemotor, men den fik dog kølergitteret. Selvom Challenger'en blev godt modtaget (med 76.935 biler produceret af 1970-modellen), blev den kritiseret af pressen, og pony segmentet var faldet allerede på det tidspunkt Challenger'en udkom. Salget faldt drastisk efter 1970, og Challenger produktionen ophørte midtvejs gennem 1974. Ca. 165.500 Challenger's blev solgt i løbet af denne models levetid.
